Let me share my experience relating to when I went to request Proof of residence at the Bhunga Hall office a few years ago.
I was asked whether I know my Councillor to which I said NO. So I had a problem getting this document, but before giving
up I pointed out that it is the Shepherd who must know his sheep and not vice versa.
By the grace of God I was issued with the document. Just saying.
